Add JRuby 9.3 to the CI

JRuby 9.3 has been out for a bit https://www.jruby.org/2022/06/27/jruby-9-3-6-0.html
but we don't test it in our CI yet.

This would have brought issue #854 to our attention sooner.

  • Add JRuby 9.3 to the CI build matrix
  • Check if we can enable builds for more gems like Rails 7 for this new version
    • Not possible
