Upgrade Chocolatey CLI to v2

Currently, Chocolatey CLI is on v1.4.0 for all windows images.
v1.4.0 does not normalize package versions: https://docs.chocolatey.org/en-us/choco/features/version-number-normalization
For the Chocolatey Community Repository, ideally all versions are normalized, so it would be good to upgrade to the latest v2.x.y release of Chocolatey CLI, currently v2.2.2

@OwenMcDonnell quick question... is there a timeline for when this might be rolling out?

We'll start working on an image update in the next few days and it can take anywhere from 1 to 2 weeks of development/testing to release it.
