The out of tree nginx installation to have TLS 1.3 is breaking the update process

Investigate how to have a dummy nginx package on centos 7 (or build a clean centos rpm). The way we build the package is not clean, and upgrading the NGINX version from the in tree package will break the version we have manually compiled.

Not concerned any more by this. TLS 1.3 changes upstreamed in EPEL thanks to NGINX now being built against the OpenSSL 1.1 branch.
