`--bulk_load` doesn't do anything for arches json imports

Arches file import saves resources individually, whereas CSV has a bulk import feature. Suggest having feature parity.
Noticed it took about 100s to load ~750 resources in arches-lingo.
The --bulk_load docs don't say it only applies to CSV.
