Can not generate living dex for pokemon yellow

Describe the bug
Unable to generate a living dex for pokemon yellow save
To Reproduce
use PKHeX version & PKHeX-Plugins 23.06.03
have the following trainer & save data for pokemon yellow pluginbugreport.zip
place 0025 - Yellow - 645B.pk1 in the trainers folder of pkhex
Open the pokemon yellow save
go Tools > Auto-Legality Mod > Generate Living Dex
select Yes
Watch as nothing happens
Expected behavior
that it wipes the pokemon in the same a replaces them with the living dex pokemon
Additional context
works with red/blue, haven't tested it with anything else as of yet.
