Use VS Python projects for easier project structure

Is your feature request related to a problem? Please describe.
The current setup requires VS Code (I presume) with necessary extensions. For starters, this can be daunting, maybe, as there is no starting point or global structure.
Describe the solution you'd like
An easier approach would be to use the VS Python projects/solution so it's more easier to grasp. Similar how we choose PS projects in the Arcus.Scripting repo.

Remove in favor of using the common practices for developing ML Python projects.
