Is your feature request related to a problem? Please describe.
We have moved the Azure Key Vault functionality to the Arcus.BackgroundJobs.KeyVault library, but the Arcus.Messaging.ServiceBus.KeyRotation is still available on NuGet.
Describe the solution you'd like
We should mark the Arcus.Messaging.ServiceBus.KeyRotation NuGet package as 'deprecated' so consumers know this is no longer maintained.
