The auto-restart functionality upon rotated credentials is moved towards the Arcus background jobs repository, making the Arcus.Messaging.Pumps.ServiceBus.KeyRotation project obsolete.

Remove the Arcus.Messaging.Pumps.ServiceBus.KeyRotation project.

It is not a project, but merely a type inside Arcus.Messaging
