Interanl Error on local setup

I clonned respository and Tensorflow tf.version.VERSION = 1.15.0
When i upload sample image i get
127.0.0.1 - - [] "GET / HTTP/1.1" 200 -
127.0.0.1 - - [] "GET /static/results/dummy_session_id/output.png HTTP/1.1" 404 -

Warnings are
W tensorflow/stream_executor/platform/default/dso_loader.cc:55] Could not load dynamic library 'cudart64_100.dll'; dlerror: cudart64_100.dll not found
I tensorflow/stream_executor/cuda/cudart_stub.cc:29] Ignore above cudart dlerror if you do not

I have a GPU set up on your machine.
I use AMD Radeon 530 GPU
as I'm new to this could help me with this issue
