Describe the bug

casting does not work, it was fine on 19.23.3, i recompiled 19.24.2 this morning with the latest commits and its still doing it. if i downgrade or build 19.23.3 using the latest commits, casting works. so the issue has something to do with 19.24.2, but not when i try to downgrade its still doing the casting issue so im not sure if it something to o with a newer commit.

Steps to reproduce the issue

1. open app
2. click cast
3. youll get some page telling you local network access is needed (im sure it can be fixed with a A/B flag but in 19.23.3 it worked perfectly with the "fix casting switch" seems like this switch brke on 19.24.2
