Change the dashboard paper into a cheat sheet with the key rules

After playing a few times, people do nopt use this.
I suggest to turn this into a cheatsheet, as someone in Antwerp suggested.
So we rename it cheatsheet en only keep the 5 steps per turn on there (bigger as we have more space) + add the meaning of the different tiles.
