Yes it is, but it's far from to be used in production yet.

can i use it and make enhancements on top of it? or do you think ill have
to build it from scratch because I'm building it for a current project that
will be used for production directly?

I'd definitely suggest you to build it from scratch. I was working on a project based on getcandy and I wanted a quick way to implement a very limited set of public api endpoints.
I ended up with a slightly modified version of the getcandy v1 api (public endpoints only), which is the current repository.
