What permission do I deny for OP to allow flags to work?

Hi, looking for a global permission I can give to myself as I'm OP so flags work in all regions I have custom extra flags set.
I don't want to have to create permission for each and every single region I have.

I'm also interested in this. my guess it would be a negation / = false on the bypasses.
