Please bring back allow-block-place?

I believe a previous update had said it had broken this and "deny-block-place" as well as allow-block-break and deny-block-break although I'd like these flags to be back and operational on some level. It May have had unintended behavior for some users in some unique situations but it had SOME behavior.... which was desired in some regions I had set up.
For example: region created in our admin shop that allows the placement and breakage of shulker boxes to assist in buying in bulk (but disallowing placing of any other type of blocks).
