Pc floppies not bootable

"pc-i386-boot-floppy" .img files aren't bootable, if you look at the bootblocks you'll see that they contain 1024 bytes data with 4 "DOS",3 bytes signature and 1020 bytes of empty data, which isn't valid at all for the PC.
