Add brief documentation for the code in the "tools" modules

All the code in the both Java and Kotlin modules are missing even basic documentation.

If the idea of making the "tools" available through jcenter still holds then before a documentation needs to be added.

This issue should be started probably after the work mentioned in the ticket: #2
