Updating the docker file and python requirements to update to current versions of dependencies. Primarily specified in docker-services.yml. Should specific/freeze exact versions of required dependencies.

Will push working branch to github, and will update to modern dependency versions.

This is up and running, just need the push to a new branch on github.
