EnterBreak FALSE (paragraph mode) does not work properly

Describe the bug
If "Enter Key Inserts..." is set to "Paragraph <P>", a "Break <BR>" is generated.

To Reproduce
Steps to reproduce the behavior:

  1. Go to menu 'Enter Key Inserts...'
  2. Click on 'Paragraph <P>'
  3. Press enter in the editor
  4. A new <BR> is created in the source view.

Expected behavior
A <P> </P> should be created.
