Change Log out redirect (front end)

• Redirect to splash page when logging out instead of login, since we are converting that to a modal.

• Can create an empty/blank splash page for now, will create a separate open issue for styling the splash page.

User Story: Log Out

• As a logged in user, I want to log out via an easy to find log out button on the navigation bar.
• While on any page of the site:
  • I can log out of my account and be redirected to the splash page.
