{CI} Windows debug files aren't caching properly

Based on the discussion here, I switched the CI from conda to choco and upgraded the ccache included with choco #20.
This fixed the Windows release caching.
For some reason debug isn't caching though.
At the moment I don't see what's different between debug & release.
