Commercially usable?

Hey guys!
I'm curious about the CC-BY-4.0 license, because the websites listed in the .json do have some restrictions for "personal and private purposes only". But with CC-BY-4.0 the data is commercially usable. Did the websites waive copyrights over and this data can be used commercially?
