Mouse scrolling jumps at the end of file

If I quick scroll down to the last line, so that it is now at the top of the frame, the cursor is at the beginning of the last line. And then I scroll up, the last line will jump down immediately when it touches the bottom of the frame.

Can someone tell me how to solve this?
