Create a TEMPLATE web works extension folder

Getting started in writing WebWorks extensions should be as easy as downloading a template project folder. Lets create one for J2ME and AIR

Have a template created for J2ME, just working on the AIR one now. Also going to publish a sample WebWorks app that runs some unit tests to check the features of the template extension.
