Create conversion script from hipscat catalog to hats catalog

Include changes:

  • _hipscat_index to new spatial index column, renamed, and re-generated to be signed integer
  • add default columns
  • add more fields to catalog info (e.g. threshold)
  • confirm fits file is in NESTED ordering, with int32 counters
  • partition_info need not contain Dir column.
