Consider making each notebook its own repo

Each notebook would be in its own repo under the umbrella of an astropy learn organization.

Benefits:

• Allows easier integration with binder (if notebooks have competing dependency versions). This would solve a limitation with the current implementation as of #617.
• Each notebook can run on its own CI
