UI only updates when resizing Window

I noticed that, although buttons do things, the applications is essentially "frozen" and wont update any visuals or react to any user input or user moving the cursor around on buttons and stuff. IE tooltips wont come up, its like its non responsive, even though its working and just not updating. When you resize the window or drag and move it around, it updates and shows you a newer instance of the windows and UI.
