Restructure public assets and index.html

I've changed how the public static assets are imported and hosted on atomic-server, which means we can now put stuff in the root path if needed. This is essential for a serviceworker.

However, we should still keep our public stuff to an absolute minimum. I suggest we move whatever possible to a subdir (e.g. /static_assets) of the public folder.
