rug publish should fail or show a warning when publishing a version that already exists

When a version already exists and user attempts to publish it to a team, rug cli should either fail or show a warning that it found archive with that version so users cannot accidentally reuse an older version. This can happen when a version was previously published using -a flag and package.json not updated in source.
