Proposal to Move Discussion-Based Issues and Ideas to "Discussions" Feature on GitHub

There are important topics and general discussions in the form of issues that can be captured as discussion threads, whereas the issues should focus on actionable "To-Dos".

This would require enabling the "Discussions" feature on the repo.
