failed link due to outside server down

What steps will reproduce the problem?
1. Got auto-complains that software link is broken
2. Checked that host server (cran.r-packages.org) was down
3. The tools were removed from tranche
What is the expected output? What do you see instead?
Try if other R-packages have valid links
What version of the product are you using? On what operating system?
Please provide any additional information below.
Before "invalidating" teh tool, check if the external "host" server is
working, and "suspend" the tool until that is resolved.

This defect is related to the Proteome Commons web site in particular, but this
project
is the only way to submit an issue to our group. When a configuration "*
Commons" web
site project is made open source, transfer this issue.
