Upload monitor show skipped chunks

When monitoring uploads, it would be nice to show skipped chunks so that we can
follow up with users who have to restart failed downloads but would like to
know how much was already uploaded.
It is low priority because the feature helps us get a feel for what has been
accomplished, but is not necessary for any explicit task. (I.e., it gives us
useful information for troubleshooting previous failures but is not necessary
for any particular task.)
