Panel background doesn't update

Using version 13 here:
If I restart gnome-shell (alt-f2 r) then it updates. However, after a lock, it gets stuck at the background of the lock. The bug is just with the top panel and not with dash to dock.
Same issue, reverting to version 12 fixes it however
edit: actually seems like version 12 didn't fix it. I'm using an extension that dynamically changes wallpaper and I noticed this issue when the previous wallpaper colors would still be in the panel when my wallpaper changed. When I tried reverting to version 12 then the panel would correctly update when wallpaper changed but now the issue is present again. I'm on Fedora 34, Gnome 40.1
