Remove data sources 'partial_update' function

The data sources partial_update function has been deprecated. This ticket is to keep track of when we remove it entirely, which will come in a future release, such as 0.13.0 or later (depending on how long we want to give people to change their programs).

Implemented in the current main branch. Will hit for the next release, either 0.12.0 or 1.0.0
