Investigate migrating CI to GitHub Actions

For a small while now Travis has a consistent backlog, 'builds' can take up to 2 hours to start.

This wouldn't normally be an issue except it's more likely that 2 jobs will run on top of each other if you queue, which will cause conflicts when it comes to pushing changes to the repo.
