Sandman Graphical/Memory Glitch/Bugs?

In one particular seed, I got the following to occur.

I decided to speed up the emulation at the end, where it eventually freezes the game. The emulator recognizes the button presses being made, but the game would not respond at that point outside of loading a save state or resetting.

At some point in round 1, past the 2:30 minute mark, Sandman might freeze up in place while attempting to do the Dreamland Express after knocking you down. Depending on when you get up, weird effects could occur. The game glitches out completely, leading to hilarious and confusing moments during fights (similar to having a physical copy having graphical glitches). The game crashes. The game freezes, then sets the timer to reach the end of the round, causing the intermission to occur with the fight music still going (which resets at the sound of the bell). There's so much that can happen from Sandman attempting a Dreamland Express past the 2:30 mark.

This is the first time I've seen this considering that the past hundred or so Sandman's I've gone up against had no guard against one, two, or every punch. This Sandman (and consequently, Bald Bull 1 and 2) had a perfect guard, being vulnerable only during specific frames during their attacks (beatable by human players, but only those who know of said vulnerabilities in the original game).

If you want the seed in question, and to attempt to replicate the issue, here's the seed ID: 2ac90c6e. Just get knocked down past the 2:30 mark, make a save state (for experimentation purposes), then get up on any count. If Sandman freezes up in preparation for the Dreamland Express (if the game doesn't freeze up, and the timer isn't set to 4:00 by this method, he'll still do the attack), you will see a variety of issues here.
