Exits Swapped When Not Supposed To

For this ROM I wanted to do a run with Small Only and No Yoshi, that's it. I did not randomize the levels and did not put on any additional options. I made it to Donut Ghost House and cleared it normally, since the cape is required to get the secret exit anyway. However, upon clearing it, it sent me to the Top Secret Area instead of the next level, thus making the game unbeatable past this point. I don't know if I did something wrong or if this is just a bug.
