[hyper-sdk support] Automatically add dev machine to existing networking group

When spinning up the dev-box in a region, currently the process to add the dev-box to the validator VPC is done manually. This could be automated as part of spinning up the dev-box. This would further enable the ability to run scripts automatically once the dev-box is created.
