Issue with number of topics in ucp

Expected Behavior
on extension upgrade and new install and user registration, the number of topics should inherit global settings.
Actual Behavior
ucp is set to 5 and overrides acp.
Steps to Reproduce the Problem
Specifications
- phpbb version: 3.2.2
- recenttopics version: 2.2.7
