Docs: update debug mode docs for Event Handler

What were you searching in the docs?

The docs for the debug mode of the Event Handler utility mention that when dev mode is enabled, CORS are relaxed, however based on the exchange we had in aws-powertools/powertools-lambda-typescript#4446 this is no longer the case.

Is this related to an existing documentation section?

How can we improve?

We should update the docs and remove these sentences.
