[Question] lib folder duplication

Hello! Thank you for providing such a great example!
I was wondering why the app/lib folder is duplicated in each app module.
For example app/autocomplete/lib, app/crawl/lib, app/pypi-recent/lib, etc are all the same lib folder that is found at app/lib.
Why the duplication?
