Adjust bug report template

Describe the feature
The feature request template is fine imo, but the bug report template should be updated as it makes you fill out lots of information that is likely unnecessary for most bug reports coming through here. Small, but a bit tedious and frustrating nonetheless
Use Case
When I want to submit a bug report like this #812
I don't want to have to fill out any of the following: Expected behavior, Current behavior, Reproduction steps, OS, Language, CDK version, or Node version. These are all unnecessary for a visual bug. We should rethink the issue template for the purposes of the workshop

I also just realized as I went to submit that I have to fill out the language for a feature request. This obviously is not applicable in a lot of feature requests either
