Python 3.9.0 is too old for some common components

In testing latest Certificate Rotator, rotation fails on Windows core devices because Python 3.9.0 is not compatible with cryptography 42.0: pyca/cryptography#10300. Need to upgrade the Python version installed on Windows devices.
