fix SNS topic encryption for SES notifcations

has been disabled at the last version due it did not work as expected utilising the 3rd party SES custom resource.
this should be reattempt and added back to the code.

If you receive an error stating that an InvalidParameterValue error occurred, check the Amazon SNS topic to see if it's encrypted using AWS KMS. If it is, you have to modify the policy for the AWS KMS key.
