[CONTRIBUTION] fix gradle build

** Describe the issue you are trying to solve **
Get this build with a modern gradle and update AWS dependencies to unlock access to latest locale forTranscribe

** Details of the changes **
Update build.gradle to move compile to implementation and remove local jars folder, also updated to latest AWS SDK and third party dependencies.

** Test cases **
None
