Using SageMaker Distribution 1.3 causes InternalFailure

Issue Description
When I tried to launch a code editor instance with SageMaker Distribution 1.3, which I had set up a while ago, it resulted in an "InternalFailure" error. I was able to resolve this issue by changing the distribution version.
Expected Behavior
It would be helpful if the error message were more descriptive. For example, having information indicating that the issue is specifically caused by an image would save a lot of troubleshooting time.
