What happened:
Release workflow will help generate manifests, release artifacts and EKS charts PRs.

What you expected to happen:
Reduce release time.
How to reproduce it (as minimally and precisely as possible):

Environment:

The issue here is that the role assumed by our GitHub runner is unable to pull test images following #2398
Fix is in progress
