Update Go version of RIE binary to 1.17.10

Please update the Go version to 1.17.10 to mitigate CVE-2022-24675 and CVE-2022-28327 as the RIE is used in https://github.com/aws/aws-lambda-base-images/tree/python3.7

Updated in v1.6. The Lambda base images are not immediately updated but they will be.
