No binaries in 1.12 release

The newest 1.12 release (latest) is missing binaries, which is causing direct latest links to binaries (e.g. https://github.com/aws/aws-lambda-runtime-interface-emulator/releases/latest/download/aws-lambda-rie) to return a 404.
