Upgrade cluster-autoscaler Helm Versions

Cluster autoscaler put out a patch release for their 9.21.0 helm chart, upgrading it to 9.21.1. We should update our charts to use it. https://github.com/kubernetes/autoscaler/releases/tag/cluster-autoscaler-chart-9.21.1
