Describe the bug

In the porting assistant standalone tool we've received feedback that the tool is suggesting upgrades to beta/pre-production versions of packages.

Expected behavior

We expect these versions to be excluded from our recommendations.

Steps to Reproduce

Steps to reproduce the behavior:

  1. Run assessment for a solution with a beta recommendation (umbraco)
  2. Navigate to the NuGet packages section (Microsoft.SourceLink.Github)
  3. See that we are recommending a beta version of the package (1.0.0-beta2-19351-01)
